Rat guards? Yup … that’s exactly what I said the first time I saw them. The cruiser USS Leahy was tying up to a pier and there was a seaman on the pier, attempting to catch the rope from the sailors above. Once looped around and secured, he put this sheet metal collar device on it. I asked him what it was and why he was doing it … he looked at me like I had 3 heads and said, “rats.”
